Frank Sinatra and his brilliant arranger Nelson Riddle understood the anguished heart of the song, and caught it, while Cole Porter didn't manage that, and was trying to put some upbeat thematic arrangement to it. In this case, the singer did much better than the composer.

Nobody does it better than Frank.
I am quite sure that is not Cole Porter's vocal. Likely it is a singing of the time called "Hutch."
