Loren Eaton is, sadly, extremely mistaken. This is an aggressively doubleplusungood sf film, even if Arkin and some of the other actors are quite good.
First off, even if your whole society is an attempt at comic inferno mockery of chauvinism of various sorts, it helps if your means of enforcing this doesn't involve pricking your thumbs on needles, endlessly reused needles, at the entrances of secure buildings. This is, I'm sorry, there's really no other term for it, aggressively stupid. And perhaps as a diabetic with a puncture-problem this hits home for me more than it does for non-diabetics. The lack of any attempt at reasonable grounding for the story continues at about that level of foolishness throughout.
Yes, Loren, the rather unimpressive crew at Rotten Tomatoes mostly like it. Bhob Stewart there mentions it's the work of THE TRUMAN SHOW scripter...yes, it sure is. Just as heavy-handed and leaden and inane.

Ingmar Bergman's brilliant SHAME, in comparison, gets a rather lower mark from their "critics"...albeit the non-"critics" do rate it as highly as the pathetic CRASH (not the rather good Cronenberg film from the Ballard novel).
